We would like to inquire regarding passport application of our KIDS
(Son and Daughter) right there in the Philippines. Me and my wife are
working here in Trinidad & Tobago and we ask our relative to process the
application for their passport in Manila. The DFA advised them that in
order to process the kids passport in our behalf we need to get a letter
of authorization authenticated by the Phillipine embassy here in our
place. The problem in getting a letter to the embassy right here in our
place, is because we don't have a Philippine embassy. No Philippine
embassy located somewhere here in Caribbean region.
Please advise us for whatever probable things we can do.

Please visit the Department of Foreign Affairs Website and contact them directly on this email address passportdo@dfa.gov , don't worry they'll reply immediately. It should have foreign mission office near in your area.If it's not Philippine Embassy, it could be just a consulate or just an office. Please visit the links below...these three contains addresses of Philippines Mission Overseas...

Maybe your situation is like us here in brunei (but we have an embassy here). what I'm saying is the Canadian Embassy, they don't have it here in Brunei but they have this office called a mission. So whoever wants to apply for an Immigrant Visa, we need to send application to Singapore and go there for interview...

So it could be the same in your place, maybe there's a Philippine Embassy outside that country where you are now but just beside or near of it...or if there's a small office of Philippine Embassy right there in your area, I think just to obtain an authenticated letter couldn't be a problem. it's no need to go out in Trinidad.

If there's an office of Philippine Embassy right in your place, and if you're children are with you, what I know is you can directly apply passport from that office of our Embassy or Consulate...No need to ask assistance from your relatives in Philippines especially if your children were born in Trinidad...

Please just check out the links below and/or contact the DFA in Manila for more questions.

Thank you very much in entertaining our inquiries. I tried to email at list trice at passportdo@dfa.gov for the past month but I didn't receive any reply. My situation is, we are here in Trinidad & Tobago for the past 9 moths, I'm working here as a direct hired in a Construction Firm. Trinidad & Tobago is one of the Caribbean Island located close to South America. Me and my wife lift the Philippines for an adventure, and lift behind our two kids (5 and 7 years old). I'm a Filipino as well as my wife and our kids. The problem is before we lift Philippines we did not able to get the passport for the kids. We asked our family in the Philippines to process the passport of our kids but the DFA is asking an authenticated letter from the embassy in order to approved the application or otherwise if can't be provided they need the presence of both mother and father. Air fair from here to Phil's is very expensive that's why me in my wife can't go home together to process the kids passport. The problem right now to get this authenticated letter is we don't have a nearest embassy or consulate here in Trinidad & tobago and only Washington DC is the closest. What we want to know if there is any alternative for the letter of authentication let say if from government of T & T instead of the embassy.
I forwarded the same enquiry to the DFA in Philippines but unfortunately we don't receive any reply.

Kung sa Washing DC lang pinakamalapit ay doon lang kayo puwedeng mag-acquire ng authenticated letter, visit this page about Authenticated Letter FAQs http://www.philippineembassy-usa.org/authentication_of_doc.htm , according to this page you have to send your "Authorization Letter" by POST which is notarized by the authorities / lawyers / notary in Tobago Trinidad.

Consular@philippineembassy-usa.org

Like us, we always put names of my brother and sister-in-law...and then should mention the fullnames of your children, identification of authorized persons, address and telephone.
