Travel agent, job placement agent or any other kinds of agent relating to travel or working overseas has diffrent roles and characteristics.

There's a fake agent, there's an authorized agent but still performs irregularities, there's unauthorized agent but don't do irregularities and there's an authorized agent who is really thrue to their service.

Now why and how much should we pay for their service and do we really need to pay their service or acquire their service?

Those authorized agent by POEA, the total amount that we need to pay for their service should only be equal to ONE MONTH salary that you'll be receiving for the job that was offered to you...

That service fee is for them because they helped you find a job or do misc things regarding your work overseas...actually they don't only receive payment from you, if the employer overseas place  job ads on their agency here in Phils, the employer needs to pay them, that's why they have TWO source of incomes so it's not appropriate and justified to ask too much service fee from the applicant.

Another kind of agent is those who don't have a license, in short they operate as a normal business person...who only helps you to get out of the country but don't actually offer you a JOB...

First kind is those who acts as your Authorized person to do all things for you such as Passport Application, Visa Application etc etc, which is actually can do by your OWN self...if you need to pay them too much, you should be careful because if you landed in other country without a prospective employer...you'll be in trouble!

Other kind is those who really helps you, sometimes they lend you money...if an agent lends you money even they don't offer you a job (normally you'll get out of the country as Tourist)...you shouldn't worry too much...If this is the situation normally they have contacts in the country where they're sending you...Visa matters is taken care by someone overseas and even helps you find a job...

Take note that immigration officers will not harm you as long that you hold valid Passport, VISA or Permit, if they found out that you don't hold any of these or failed any one of these, you'll be in trouble too.

Other kind of this type of agent are those who don't have SOUL anymore, they asked overkill charges, process your papers etc but on the day of your travel you find out that it's ALL FAKE documents!

But how about those authorized agent but incures TOO MUCH placement fee? They're the second SOUL LESS agent, I know someone who been into these, he paid too much and even he has all his salary for TWO years working overseas, he can't be able to pay the OVERKILL placement fee!
